The first article of the Federal Law "On the Status of Military Personnel" states that state authorities of the constituent entities of the Russian Federation, local self-government bodies and organizations have the right to establish, within the limits of their powers, additional benefits, guarantees and compensations for military personnel, citizens dismissed from military service, and members of their families.
There is a similar example in the Urals, where a local law on additional measures for social protection of war veterans was adopted. However, the attitude to people of military destiny, the army, and the problems of national defense in the region-the forge of Russian weapons-is not limited to legal acts. Among the unwritten laws of life in the Urals is a constant concern for the military-patriotic education of young people. This is told by the Deputy Chairman of the Government of the Sverdlovsk region Semyon SPEKTOR.
- Semyon Isaakovich, for the third year in the Sverdlovsk region, a month of mass defense work is being held-the month of defenders of the Fatherland. What is the reason for such close attention from the governor and the regional government to people in uniform?
- I would like to emphasize right away that attention has been paid not only to people who are directly related to the Armed Forces today, but also to everyone who has ever been in the army or is still preparing to join it in the future, as well as to everyone who cares about the fate of the defenders of the Fatherland.
As for the idea of the month itself, this is a direct initiative of our governor. He has a special intuition for the progressive. She, in fact, suggested to him that it is urgently necessary to do something effective to raise the authority of the military, to give the army due attention. Eduard Ergartovich Rossel, by the way, is not afraid to publicly admit that we once offended the military. The country seems to have forgotten for a while about what the army did and is doing for the state. But no matter what people wrote or said about the Armed Forces, we still had to remember: in all the post-war years, it was thanks to the army that our skies were peaceful. Older people remember that there were many, figuratively speaking, piquant moments in international relations. Yes, and the Yugoslav events make you think about a lot... Despite the difficulties that the Russian Armed Forces are experiencing today, they still remain combat-ready.
- In order for the army to remain such, it needs constant replenishment of personnel, new types of weapons and, of course, the formation of a positive image. Does the regional administration consider itself involved in this work?
"Absolutely. A lot is known about the Ural defense industry, our universities that train personnel for the Armed Forces. But the prestige... The army, as a state institution, certainly needs it. And in the eyes of all the people, and in the minds of every person. And every mother whose son is drafted into the army should be proud of it. It is necessary that the soldier and his family feel care and respect from others, as it was half a century ago. At that time, any mother's pride in a conscript was replaced by despair if, for some reason or medical indicators, the military enlistment office refused to draft her son. I am a witness to how mothers tried to change this decision.
Today, we must mobilize our civil society to pay tribute to those who go to military service. Because we delegate him to the place where he defends our state interests, our independence. Accordingly, this person and his relatives should, from the point of view of laws and humanity, receive what society and the authorities are obliged to repay them.
- What do you think about the benefits and how they are implemented in practice?
- I am very worried when I have to deal with attempts to eliminate certain benefits, for example, on a regional scale. This is motivated by seemingly good intentions - to correct budget problems. Reducing benefits is not the way to restore the economy. This is my firm belief.
- What was the difference between the current month of defenders of the Fatherland and the previous ones?
- Analyzing the results of last year's month, we came to the conclusion that many events achieved their goal and even gave us some experience in conducting such actions. But we immediately agreed that now the quality of all monthly events should be even higher. What are the evaluation criteria? First, the main goal of the month is to pay attention to each veteran. After all, it's no secret that sometimes we forget about a particular person during mass events. And this causes quite legitimate resentment among older people, who become more and more vulnerable with age. Secondly, the month also has a practical side. It is no secret that we use this time to promptly resolve a range of issues related to the obligations of the authorities to beneficiaries. Take at least such a prosaic question as installing a phone for a veteran. For him, this is not a luxury, but first of all a means of communication, an opportunity to seek help. While doing this, I have to face glaring facts. Often, under the guise of technical difficulties, functionaries refuse to solve this problem for a veteran. During the trial, it turns out that the defender of Leningrad's neighbors, who have been replacing each other for ten years, were able to install a phone for themselves, and he, who was put on the queue as early as 1974, is still waiting for its promotion. A whole quarter of a century!.. Third, we strive to ensure that veterans are the center of public attention everywhere and enjoy the respect they rightfully deserve. And believe me, these are not idle words. Now a generation is growing up that does not know the history of the country, does not feel patriotic feelings. Conducting lessons of courage in schools, we asked the question: who are Maresyev and our fellow scout Kuznetsov? Many could not answer. And I think that if it were not for the campaign to celebrate the 100th anniversary of G. K. Zhukov, then the legendary commander might have been consigned to oblivion...
"But the courage lesson is held during the month and lasts only forty-five minutes. But how is military-patriotic education carried out for a whole year? It turns out that the once popular slogan "The people and the army are united" has sunk into history?
- Indeed, once we often met kumach panels with such inscriptions. Today, unfortunately, they were replaced by ads for stores and concert tours. In my opinion, the meaning of this slogan fully corresponds to the mentality of the people who inhabit our country. But I would like to remind our people more often about the history of the country, about national unity, about the search for a national idea, and the desire for collective solutions to problems that is characteristic of Russians. And you are certainly right: it would be wrong to limit the work on military-patriotic education to one month. Moreover, veterans of the Great Patriotic War are being replaced by participants in local conflicts in which the country participated after 1945. This is a large group of soldiers - "Afghans", soldiers and officers who fought in Chechnya. They are a special category of veterans. We do not have the right to assess their presence in hot spots from the standpoint of the political situation. They carried out the orders of the military command, which means that they defended state interests. And the state must fulfill its duty to veterans. Today, in the Sverdlovsk region, there are about 50 thousand people who participated in the Great Patriotic War, including 22 living Heroes of the Soviet Union and Russia. So are we really not able to pay them with a well-deserved gratitude, provide for them socially? After all, in fact, we are all in an irrevocable debt to them who live and even more so to the fallen.
- So, the revival of traditions, the implementation of patriotic education of the younger generation, in your opinion, is the goal on which it is a sin to save?
- Saving on the education of patriotic feelings can be very expensive for the state. Unfortunately, we have to state that for half a million children living in our region, there are only 262 children's sports clubs. Agree, this is a drop in the bucket. It will be unforgivable if we fail to take advantage of the memories of living witnesses of the most terrible war in human history. Young people should hear about heroism from the lips of the heroes themselves, which, I believe, were all the participants of the Great Patriotic War. In order to prevent the stagnation of education officials from becoming an obstacle to such contacts, we have reached an agreement with the Ministry of Education and the leadership of higher educational institutions that they will organize meetings with veterans throughout the school year. This will certainly play a role in raising the prestige of the army.
The regional Government is closely monitoring the reform of the Armed Forces and units of the Ural Military District stationed in the Sverdlovsk Region. We understand the efforts of the Minister of Defense, who is trying to do everything possible to keep our powder dry with a minimum of allocated funds. And it will be so if the army is replenished with good personnel. And we must help ensure that the defenders of the Fatherland are prepared morally and physically.
- The region also has a positive experience in providing medical services to veterans of wars and armed conflicts. Please tell us about it.
- Those who went through the crucible of war - the Great Patriotic War, the Afghan war, and the Chechen War-were often exposed to wounds, contusions, and infectious diseases in addition to psychological stress. Disability received during military service is a kind of prescription for outpatient and inpatient treatment in our Sverdlovsk Hospital for War Invalids. It is the largest in Russia among medical institutions of this profile. The regional health system has a clear methodology for monitoring and providing priority care to veterans. The issue of the possibility of providing treatment for free, where it is really necessary, as well as its availability to all those in need, is being resolved.
The Legislative Assembly of the region keeps in view not only these problems, but also the whole range of issues related to the life and everyday life of reserve soldiers. The Regional Duma adopted the "Law on additional measures for social protection of war veterans". The issue of benefits for those who participated in combat operations, were wounded or concussed, but were not recognized as disabled for some reason at that time is being considered. I would like to emphasize that Governor E. Rossel receives comprehensive information about everything that concerns the problems of defenders of the Fatherland, and is strictly responsible for the implementation of all measures to improve their lives and everyday life. Accordingly, those who directly oversee these issues in the regional government are very serious about implementing the program of popularizing military service and military-patriotic education of Ural residents.,
